In accordance with the Decree of the President of the Republic of Uzbekistan No. DP–78 dated May 5, 2025, “On measures to further improve the system of targeted training of personnel of independence and their effective involvement in public administration and civil service,” the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan is launching Master's degree programs from the 2025–2026 academic year.

Starting from the 2025/2026 academic year, the Academy will train specialists in the following Master's programs:

Regional Development

Public Administration

-

Human Resource Development


The Master's programs are implemented in cooperation with leading international higher education institutions through joint academic programs and modules.

Interdisciplinary Master's programs are being introduced, incorporating priority areas of the country’s strategic development, particularly public administration and energy, transport logistics, infrastructure, education, healthcare, drinking water supply, and other sectors.

Graduates of the Master's programs who studied at the Academy on the basis of a government grant are required to work for at least three years in government agencies or organizations (including commercial banks, business entities where the state share is 50 percent or more, and state-owned enterprises). The recruitment of grant-funded graduates from the non-governmental sector into public service is facilitated by the Agency for Public Administration Efficiency.

Based on proposals from the Agency and employers, graduates of the Master's programs trained under the state order are appointed to positions by the Presidential Administration of the Republic of Uzbekistan. The Agency also monitors their career progression. In this case, students whose final academic performance exceeds 85 percent are usually appointed to higher-level positions compared to their previous job.


The Academy conducts Master's training programs in accordance with the state educational standards of higher education, based on its own academic curricula and syllabi.

Admission to the Master's programs is carried out through government grants, state-ordered paid contracts, and open competition for tuition-based study.

Graduates of the Master's programs are awarded a state-recognized diploma conferring the academic degree of “Master.”
