Samarkand Regional Branch of the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan

Purpose of the Branch:

To support the continuous development of professional and leadership skills among local management personnel, regularly update the knowledge, abilities, and skills of leadership-level trainees, and enhance their capacity for decision-making, strategic planning, analytical thinking, as well as leadership and initiative.

The branch develops educational programs in relevant disciplines, organizes training processes, prepares textbooks and methodological materials, conducts research, ensures effective integration of education, science, and practice, and fosters international cooperation with academic and educational institutions.

Subjects offered at the branch:

  • Constitutional and legal foundations of public administration in Uzbekistan;
  • Uzbekistan’s economic development and strategic goals for 2030;
  • Tools for transitioning to a green economy and energy efficiency;
  • Strategic management of public procurement and financial resources;
  • Development of human potential within the “Mahalla-based” system;
  • The ideological landscape of the world, spiritual threats to society, and the legacy of great ancestors;
  • Development of rational and critical thinking among civil servants;
  • Systematic analysis and strategic decision-making in public administration;
  • Legal responsibility of civil servants, regulation of conflict of interest situations, and the “integrity vaccine” principle;
  • Effective communication (communication competence, cooperation, negotiations);
  • Labor discipline of public servants;
  • The ethical image and moral character of a leader.

  • Effective coordination between Makhalla members and local executive bodies under the “Mahalla-based” system;
