The Master's degree program in Regional Development (MRD), offered by the Academy of Public Administration under the President of the Republic of Uzbekistan, is an interdisciplinary academic program developed in response to the growing complexity and strategic significance of regional development processes in the 21st century. Against the backdrop of large-scale reforms aimed at improving the system of public administration, strengthening regional autonomy, and achieving economic modernization in Uzbekistan, the need for highly qualified professionals capable of managing deep, systemic changes in the regions has become increasingly pressing. The MRD program has been specifically designed to address these urgent needs by equipping civil servants, policymakers, leaders of local government bodies, and specialists from various sectors with modern knowledge, practical skills, and strategic thinking essential for ensuring inclusive, balanced, and sustainable regional development.

Informed by international experience, the MRD program recognizes the decisive role of innovative and sustainably developing regions in enhancing a country’s competitiveness, economic growth, and social welfare. The program promotes a comprehensive, analytical, and participatory approach to teaching key areas such as regional planning, infrastructure development, local public finance, and reforms in local governance systems. MRD students are introduced to these contemporary approaches and are trained in how to apply them in practice.

From this perspective, the MRD program places special emphasis on strategic planning, reforming public services, effective decentralization, and the formation of regional innovation systems. These approaches are implemented in alignment with the United Nations Sustainable Development Goals (SDGs), climate adaptation strategies, and regional integration initiatives.

Students of the program gain a deep understanding of the political, economic, social, and environmental dimensions of regional development. Through a combination of core and elective courses, they are introduced to policy-making, data analysis, leadership theories, project management, and innovative practices in the public sector. The interdisciplinary content, reliance on best international practices, and practical orientation of the MRD program prepare students to become forward-thinking, responsible, and reform-oriented leaders capable of effectively implementing national policy at the regional level.

Graduates of the MRD program are well-prepared to work as leading professionals and managers in regional governance bodies, ministries and agencies, development organizations, think tanks, and international institutions. With its focus on localization, digital governance, and regional competitiveness, the program effectively integrates theoretical knowledge with practical experience, providing graduates with the skills and expertise needed to assume leadership roles in regional policy and governance not only in Uzbekistan but across the broader region.
