Systemic reforms being implemented in the country set an important task for public administration – to form effective, transparent, and accountable governance that serves the welfare of the people.
Decree No. PF–78 of the President of the Republic of Uzbekistan, adopted on May 5, 2025, defined the strategic direction of reforms in this area. Based on this historic document, the preparation of professional, honest, proactive leaders with modern knowledge and skills in public administration has been identified as a priority task.
With a deep sense of such trust and responsibility, the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan focuses on training civil servants with a new approach, continuously enhancing their professional potential, and ensuring the alignment of global trends with national values.
The Academy operates according to the following key principles:

The dedicated work of the Academy staff, educational and research activities, international cooperation, and practical projects aim at developing a national school of governance. I am confident that the Academy’s role in implementing major tasks to reform public service, creating a modern training environment for civil servants, and strengthening trust between the state and society will continue to grow.
The Academy has established effective relations with various international organizations, institutes, and foundations. These contacts are constructive and contribute to the modernization of public administration, the functioning of local government bodies, and improving management efficiency across sectors.
In its international cooperation strategy, the Academy pays special attention to collaboration with foreign educational institutions and research centers based on agreements and memoranda. The main goal of such cooperation is to study the best foreign practices in public administration.
