Received a bachelor's degree from the University of World Economy and Diplomacy, and master's degrees from the University of York (UK) and Waseda University (Japan). Conducted research at Oriel College, University of Oxford.
From 2014 to early 2023, served as the rector of the Singapore Institute of Management Development in Tashkent.
Also held positions as Vice-Rector of Westminster International University in Tashkent and Rector of the Central Asian University for Environmental and Climate Change Studies (Green University).
