In public administration, a leader is not merely a decision-maker. A leader explains, clarifies, and unites the team around a common goal.

For this reason, a leader’s speech:

  • provides clear direction to the team;
  • fosters an atmosphere of trust;
  • helps prevent conflicts at an early stage;
  • enables attentive listening and constructive dialogue;
  • ensures the accurate and comprehensible communication of adopted decisions.

With the aim of developing these competencies among the Academy’s participants, as well as revealing the ethical and spiritual profile of a leader, a master class entitled “The Hermeneutic Competence of a Leader” was organized. The session was conducted by the well-known speaker and communications expert Rahimboy Jumaniyozov.

The event was designed to cultivate among future managerial personnel a culture of listening, understanding, and leadership grounded in the human-centered approach to governance.
