A key priority was defined as the prompt, on-site resolution of issues, which is considered a critical factor in strengthening public trust in state institutions. This approach reflects a strategic shift from a reactive to a proactive governance model in managing citizens’ appeals.
As part of the seminar, an assessment process was conducted using modern evaluation methodologies based on advanced international practices. Participants’ competencies were comprehensively analysed across the following dimensions:
— zero tolerance for corruption,
— effectiveness in handling appeals,
— ethical and professional integrity of leadership,
— ability to make prompt and well-grounded decisions,
— level of knowledge and breadth of outlook,
— dedication to the country and professional duty.
