The Academy of Public Policy and Administration, in cooperation with the Agency for Improving Public Administration Efficiency and the Ministry of Digital Technologies, has organised a training seminar for district (city) governors and heads of organisational and human resources units, aimed at the digital transformation of public administration and the systematic integration of artificial intelligence technologies into governance practice.
During the seminar, representatives of the responsible institutions placed particular emphasis on issues of digital hygiene, cybersecurity, and data governance culture as critical components of an effective public administration system. It was highlighted that digital culture today should not be viewed merely as a set of technologies, but rather as an institutional foundation for modern, efficient, and accountable governance.
In his address, the Rector of the Academy, J. Salikhov, noted that in recent years a number of important systemic reforms have been implemented to digitalise workflows and data management within public administration. At the same time, he stressed that the future development of a proactive and modern leadership profile depends to a decisive extent on the digital competencies of public officials — in particular, their knowledge and practical skills in the field of artificial intelligence. He also recalled that, at one of the meetings held by the Head of State, a strategic objective was set to position Uzbekistan among the top 50 countries globally in the field of artificial intelligence by 2030, emphasising that progress towards this goal must begin today, first and foremost at the level of local governance.
The training seminars, scheduled to be conducted in four stages, will be implemented on a phased basis with the participation of governors from the Republic of Karakalpakstan, all regions, and the city of Tashkent. In total, 208 district (city) governors and 15 heads of organisational and human resources units will undertake professional development within the programme. This format is designed to facilitate the exchange of knowledge and practical experience while taking into account the real needs and capacities of territorial governance.
Within the framework of the seminars, central attention is given to mechanisms for introducing artificial intelligence into local governance, assessing the practical effectiveness of digital management solutions, and utilising data for the analysis and forecasting of socio-economic processes. This approach is intended to promote a shift from subjective decision-making to a governance model grounded in analysis and evidence.
The training activities will be delivered in the form of practical sessions, strategic presentations, and open discussions, with the participation of representatives of the Administration of the President of the Republic of Uzbekistan and institutions responsible for enhancing the effectiveness of public administration. The programme is directly linked to the real managerial challenges faced by regional and local leaders.
