The delegation of the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan took part in the LOGODI Global Forum 2025, organized on the occasion of the 60th anniversary of the Local Government Officials Development Institute (LOGODI) under the Ministry of the Interior and Safety of the Republic of Korea.
During the visit, the delegation reached a number of fruitful agreements with prestigious educational institutions of the country and held mutually beneficial negotiations.
The opening ceremony of the Forum was attended by representatives of about 15 foreign countries, the Minister of the Interior and Safety of the Republic of Korea, representatives of the government and international organizations, foreign embassies, as well as leading universities.
Rector of the Academy Jasur Salikhov delivered a presentation on the topic: “Transformation of the Academy of Public Policy and Administration: Strategic Directions for Modernizing the System of Human Resource Development in the Civil Service.” In his speech, he highlighted the ongoing reforms in Uzbekistan aimed at enhancing the qualifications of civil servants, including the priority tasks set by Presidential Decree PD–78 of May 5, 2025.
Within the framework of the Forum, an official meeting was held with the President of LOGODI, An Jun Ho. The discussions addressed issues of training and retraining of local government officials, launching joint educational programs, conducting scientific research, and implementing targeted projects. The parties signed a Memorandum of Understanding. They also agreed on a visit to the Academy in November this year to approve the roadmaps.
The delegation also visited one of Korea’s leading higher education institutions — Jeonbuk National University. At the meeting with the University President, Professor Oh-Bong Yang, the parties reviewed activities and projects in the field of artificial intelligence and agreed to hold a follow-up meeting in Uzbekistan in October 2025.
Furthermore, during the meeting with the President of the Korea Institute of Public Administration (KIPA), Kuk-Ju Kwon, the parties discussed the development of a roadmap for joint research in collaboration with the Academy’s structural units and centers, the organization of international conferences and round tables for master’s students, as well as the launch of short-term training programs in Korea for the Academy’s researchers.
As part of the visit, a meeting was also held at the National Human Resources Development Institute of Korea (NHI). The delegation familiarized itself with the institute’s infrastructure, reached an agreement on the implementation of joint educational programs, and planned for their phased introduction during October–November 2025.
During the Forum, a number of bilateral meetings were held with foreign delegations, information on the Academy’s master’s programs for international students was presented, and new agreements were reached. Moreover, the parties agreed to further improve the Young Leaders program starting from 2026 within the framework of Presidential Decree No. PD–78 and to jointly develop educational curricula.
In summary, the Academy delegation’s visit to the Republic of Korea was not only an opportunity for exchanging experience within the framework of the international forum, but also an important step in expanding cooperation in the fields of education and scientific research, as well as in modernizing the system of public administration and human resource development.
