In his address, Jasur Shavkatovich Salikhov, Rector of the Academy, outlined the major transformation processes currently being implemented on the basis of the Presidential Decree adopted by the President of the Republic of Uzbekistan. In particular, he highlighted the fundamental improvement of the system for advanced training and retraining of civil servants in the field of public policy and governance, the active development of scientific and innovative research as well as international academic cooperation, the identification of strategic priority areas, and the launch of qualitatively renewed master’s degree programmes.
Mr. Lee Byung-geun, Head of the Project and Representative of the Republic of Korea in the field of public human resource management, stated:
“The project is primarily focused on diagnosing institutional and human potential, developing research directions, and establishing an AI-based Smart Education Center. At the first stage, an in-depth analysis of the competencies of civil servants and researchers is conducted. At the second stage, based on this analysis, educational content and research capacity adapted to national needs will be developed. At the third stage, an AI-driven smart education ecosystem operating on a 24/7 basis will be created. These systems will enable users to enhance their knowledge at any time and under any circumstances. The ultimate goal is to transform the Academy into a leading institution in Central Asia that prepares civil servants with the highest professional and digital competencies.”
The implementation of this system will enable civil servants to continuously develop their knowledge and skills through online education regardless of time and location, thereby contributing to the improvement of decision-making quality, the effectiveness of public services, and the level of public trust.
This cooperation plays a key role in strengthening the institutional capacity of the Academy and supports the development of digital public governance within the framework of the “Uzbekistan – 2030” Strategy. Furthermore, it enhances the Academy’s international image, promotes its positioning as a competitive regional center for education and policy expertise, and contributes to the further consolidation of sustainable and strategic partnership relations between the Republic of Korea and the Republic of Uzbekistan, grounded in mutual trust and long-term priorities.
