Open Dialogue Held on the Personnel Training Cluster System

An open dialogue was recently held to widely communicate the essence and significance of Presidential Decree No. PF-78. The event featured Jasur Salikhov, Rector of the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan, Gulnoza Ismailova, Executive Director of the "El-yurt umidi" Foundation, and Alisher Eranov, a representative of the Civil Service Development Agency.

Background information: Jasur Salikhov is a graduate of the University of World Economy and Diplomacy and a recipient of the UK’s Chevening Scholarship. He earned a Master’s degree in International Strategy from the University of York (UK) and Waseda University (Japan), and also completed research fellowships at the University of Oxford and the University of Tokyo.

He obtained his PhD (Associate Professor) degree in 2007. He has over 15 years of experience in teaching and conducting seminars in economics and microeconomics.

Previously, he served as Vice-Rector for Economic and Financial Affairs at the Westminster International University in Tashkent  (2008–2009), Rector of the Singapore Institute of Management Development in Tashkent (2014–2023), and Rector of the Central Asian University for Environmental and Climate Change Studies (2023–2025).
