Inaugural Season of the “School for Hakim Training” Program Concludes

The graduation ceremony for the inaugural season of the joint educational initiative, the “School for Hakim Training” program, was held at the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan.

The program was launched jointly on 16 September 2024 by the President of the Republic of Uzbekistan, H.E. Shavkat Mirziyoyev, and the former Federal Chancellor of the Federal Republic of Germany, H.E. Olaf Scholz, under the concept of establishing a new generation of civil servants trained in advanced governance and development approaches.

The ceremonial event was attended by senior officials from the Academy of Public Policy and Administration, the Agency for Civil Service Development, representatives of the Embassy of Germany, the Bavarian School of Public Administration, the Hanns Seidel Foundation, the German Agency for International Cooperation (GIZ), other international partner organizations, as well as members of the local media and academic community.

In his congratulatory address, Rector of the Academy, Mr. Jasur Salikhov, emphasized:
“This joint program stands as a vivid demonstration of the deep mutual trust, strategic partnership, and mutually beneficial cooperation between our two nations. The successful completion of the first season—implemented with the valuable support of the Hanns Seidel Foundation, the Bavarian School of Public Administration, and GIZ—represents a significant milestone in cultivating a new generation of professionals in the field of public administration.”

It was also noted during the ceremony:
“Bavaria is not only Germany’s economic powerhouse, but also an internationally recognized model for its institutional approaches to civil service and human capital development. For this reason, the Bavarian experience was placed at the core of our program.”

As part of the program, 49 civil servants from all regions of Uzbekistan completed intensive training. The curriculum focused on sustainable development, strategic management, digital transformation, innovative solutions to local challenges, and effective public engagement.

A group of 20 outstanding participants, supported by the Hanns Seidel Foundation, took part in a 10-day internship from 9 to 16 March 2025 across various public institutions in Bavaria. During the internship, they gained first-hand insights into Germany’s model of decentralized governance, inter-agency collaboration mechanisms, budgeting systems, and citizen-oriented practices.

The remaining participants undertook internships in the People’s Republic of China, where they were exposed to alternative global best practices in public governance and administration, adding a multi-dimensional and international perspective to the program.

Among the program’s graduates are:
• 1 Deputy Minister,
• 1 Deputy Regional Hakim,
• 2 Heads of Regional Departments,
• 1 Deputy Head of a Regional Department,
• 3 District Hakims,
• 1 Deputy City Hakim,
• 4 individuals appointed to other key positions in public administration.

One of the graduates was honored with the “Do'stlik” (Friendship) Order, recognizing the outstanding results achieved through the program and the spirit of international cooperation it fostered.

At the conclusion of the event, the leadership of the Academy reaffirmed its strong commitment to expanding collaboration with the Bavarian School of Public Administration, the Hanns Seidel Foundation, and GIZ. The Academy emphasized its intention to scale up joint programs and innovative projects aimed at transforming public administration in Uzbekistan.

The event concluded with the official awarding of graduation diplomas. The program’s alumni are expected to actively apply the knowledge and competencies acquired to enhance the effectiveness of local public administration in Uzbekistan.
