The event was held within the framework of implementing Presidential Decree No. PF–78 on preparing promising personnel and ensuring their effective engagement in public service.
The roundtable brought together representatives from ministries and government agencies, the Agency for the Development of Public Service, the Bavarian School of Public Administration (Bayerische Verwaltungsschule), the Hanns Seidel Foundation, the German International Cooperation Agency (GIZ), as well as academic circles and local media.
“Bavaria is recognized not only as one of Germany’s economic and administrative hubs, but also for its advanced and institutionalized approaches to personnel training and civil service development. The Bavarian School of Public Administration is one of Europe’s most prestigious institutions, known for its practice-oriented and competency-based training programs,” said Academy Rector Jasur Salikhov in his opening remarks.
Particularly noteworthy was the presentation by Raymond Helfrix, Vice-Rector of the Bavarian School of Public Administration, titled “Developing Professional and Leadership Skills in Public Administration Employees,” which left a strong impression on participants.
At the conclusion of the roundtable, participants proposed recommendations for adopting the Bavarian experience, including practical trainings, simulation laboratories, case studies, and tools for assessing leadership competencies adapted to local conditions.
