The conference was attended by heads of state administration and law enforcement agencies, experts from international and local organizations, as well as leaders of foreign and partner academies.
Within the framework of the event, institutional mechanisms for ensuring the rule of law in the context of modern digital transformation, contemporary threats, and scientific-practical approaches to addressing them were discussed.
As part of the conference, the Rector of the Academy of Public Policy and Governance, Jasur Salikhov, delivered a presentation on "The Rule of Law in the Digital Age: A New Stage of Cooperation between Educational Clusters and Academies." In his report, he spoke about increasing the potential of human capital in the public administration system based on the documents adopted by the country's leadership in this field, and the cluster approach founded on the integration of scientific research and education.
He also noted that strengthening systematic connections between academic institutions, research centers, and international partners in training future specialists, as well as forming a sustainable education model based on the harmony of theory and practice, is a crucial and strategic task today.
At a time when transnational threats such as cybersecurity issues, corruption, and digital crime are intensifying on a global scale, he put forward several scientific and practical initiatives:
- strengthening the institutional foundations of inter-academy cooperation;
- preparation of joint scientific research, monographs, and scientific collections on digital security, anti-corruption efforts, and cybercrime;
- systematic organization of sector-specific seminars, exchange of scientific research experience between experts, and joint projects;
- development of preventive educational programs, "integrity lessons," and online practical classes aimed at fostering a culture of zero tolerance towards corruption, as well as enhancing legal culture and building stable institutional immunity against cybercrime.
