Academy master’s students examined contemporary mechanisms for the practical implementation of reforms in public administration, drawing on real governance case studies. The open dialogue was held with the participation of Aziza Umarova, Coordinator of the Delivery Unit at the Agency for Strategic Development and Reforms.

The discussion centred on three key questions: — Why do certain reforms fail to achieve their intended outcomes? — How should KPI and monitoring systems function to ensure real effectiveness? — What measurable and sustainable impact does the delivery model bring to public governance?

The analysis of practical cases demonstrated that reform is not merely the adoption of a regulatory document, but a comprehensive governance process grounded in strategic planning, disciplined execution and systematic oversight.
