Following the initiative announced by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at the February 24, 2026 meeting to designate Thursdays as “Youth Day,” the Academy of Public Policy and Administration under the President of the Republic of Uzbekistan hosted a “Leader and Youth” dialogue session.
The meeting focused on the implementation of a modern educational model based on the integration of “education — research — practice”, as well as assessment-based learning aligned with international standards.
Participants are engaged in solving real-world public administration cases, developing analytical thinking and decision-making skills, with their competencies systematically assessed throughout the learning process.
“Knowledge is fundamental. However, success in public administration is defined by the ability to analyze, make decisions, and develop effective solutions,” said Rector J. Salikhov.
In this context, particular attention was given to the principle advanced by the President:
“Preventing corruption begins with selecting professional and dedicated civil servants and instilling in them a ‘vaccine of integrity’.”
The Rector emphasized that this principle is embedded in the Academy’s training model, where integrity begins with personal responsibility, values, and professional ethics.
The involvement of current public sector leaders in the learning process was also highlighted as a key factor enhancing its practical relevance.
The meeting concluded with reaffirmation of the Academy’s commitment to developing a competency-based training system aligned with real governance challenges.
