The relevant Presidential Decree of the Republic of Uzbekistan aimed at further improving the system of targeted training of promising personnel and their effective engagement in public administration and public service has laid the foundation for an entirely new model of preparing managerial personnel equipped with modern knowledge and competencies required for effective governance.
As part of these reforms, The Academy of Public Policy and Administration under the President of the Republic of Uzbekistan has introduced educational processes based on the principles of andragogy, expanded the engagement of international professors, instructors and practitioner experts, and is implementing a range of systematic measures aimed at strengthening the professional and strategic competencies of managerial personnel.
In this context, at the initiative of the Rector of the Academy, particular attention is being paid to establishing platforms for practical dialogue and cooperation in the regions in order to introduce new mechanisms for identifying, training and developing promising personnel for public administration bodies.
Accordingly, cooperation meetings for employees of public administration bodies were organized in the Kashkadarya and Khorezm regions by the Academy in cooperation with the Management Efficiency Agency and regional khokimiyats.
The meetings featured open and substantive discussions on the modernization of the public administration system, improving governance effectiveness, developing contemporary leadership competencies, and introducing advanced approaches to human capital management in the public service.
Participants were provided with detailed information on the transformational reforms being implemented at the Academy, its new master's degree programmes, mechanisms for the training and retraining of managerial personnel, as well as the opportunities created for preparing highly qualified specialists in the field of public policy and administration.
At the conclusion of the meetings, Academy graduates currently holding leadership positions in the regions shared their views on the importance of the knowledge, skills and competencies acquired during their studies for their professional activities. They particularly emphasized the Academy’s significant role in preparing professional personnel with a modern management mindset.
As part of this initiative, similar meetings will be conducted in other regions of the country on a phased basis.
This initiative launched by the Academy contributes to strengthening the integration of education, practice and the needs of the public administration system, enhancing regional human capital capacity, and forming a modern corps of managerial personnel for the New Uzbekistan.
